LadyVormanga (reading communique): Her Severe Highness, Empress Vendetta, has replied to your inquiry, Madame. "Military establishments in most countries frown on duelling because officers are the main contestants. Officers are often trained at military expense, when they kill or maim each other, it imposes an unnecessary financial and leadership strain on the organization, making duelling an unpopular and inefficient means of settling disputes between high-ranking officers. It is to be discouraged."
LadyVormanga: "But in this case, we'll make an exception."
B: Unfortunate Circumstances
LadyVormanga: "Due to the unfortunate circumstances of one of the combatants being the Heir of Rackenroon, the other being a granddaughter of Herself, the loser of the duel shall NOT be permitted to be executed as per the terms of the challenge..."
LadyVormanga: "...due care shall also be taken to tlimit the ability of the combatants to inflict fatal injuries upon each other. It is not in the best interests of the country to permit the Heir to be killed."
